The red part might be different on various models. The yellow part and rivet, or rivets, are much more common.
That greenish yellow would seldom be chosen to harmonize with anyone's decor. For this item, is utility much more important than esthetics?

Colors really don't matter except that the yellow portion is almost universal in it's intended application, needed for easier visibility when in use (that's a hint btw).
 
I think you have it Anton! But I might argue with David about the cutting. I regularly cut myself when I let it retract!

I was actually going to mention that this is occasionally dangerous when “cutting” was mentioned. I, too, have been sliced when I wasn’t careful when I’ve retracted them all too fast. I didn’t want to scare anyone off using these things.
 
Is it the end of a metal tape measure?
The yellow part is the measuring component of this tape measure. The red is usually silver; plastic or metal; but this Stanley brand has a red plastic bottom portion besides the metal casing. I will post a larger photo of the tape measure when I have time. Anton, over to you!
 
My metal tapes are yellow, but it's a warmer yellow, not the creepy ultravisible greenish yellow of fire engines (when they're not red).

I used one of these in the macro game at POTN. That round lasted a long time because I gave basic Yes or No answers unless people seemed to be hurting for hints.
