Birds in Pairs

Chickens; behavioral question. I pass by this coop often and admire the hens through the fence. I've never seen the people there. The hen on the right repeatedly pecked at one spot on the side of the foreground hen's head. In this shot, she's poised to peck. Angles of view kept me from seeing the exact spot, but it was on or near the eye. This doesn't seem to have been a fight. The pecked hen could easily have walked away. Was this action an affectionate gesture? Was the pecking hen picking off parasites?
