Really dark, stormy & rainy today. But I couldn't decide... 🤔
Landscape or portrait?
Portrait. Its narrowness shows, metaphorically, the constriction that the dark, storm, and rain impose on residents as harsh weather takes away choices. Making a few houses prominent also helps the viewer imagine the effects on people. This parallels journalists' practice of beginning a story of a disaster by writing about one affected person or one family.

Of course, it depends on what you want the photo to say. Japan's culture is more collectivist than the U.S.'s. My take is an American's.

The northern end of Kagoshima City.
The "hills" were actually the lowest shoulders of the massive Aira Caldera supervolcano, which erupted and then collapsed into itself about 30,000 years ago, allowing the Pacific Ocean to fill it.
Estimates suggest the volcano was ~20km across, and the magma chamber and connecting chambers emptied out upwards of 1,200 cubic kilometres of magma, over a period of about 650 years!
